General Questions


The documents required to renew all kind of permits are:
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. Lease contract (original & copy) - if the permit owner is leasing a shop.
4. Renew services agent's contract or partnership contract in case of its expiry.
5. Approval of other government entities if required.
Documents required to change the commercial name are:
1. Filling out the licensing form.
2. Original permit - If it's valid.
3. Announcement in the Official Gazette for a period of one day through the Printing Office in the department’s main building.
4. Approval of other governmental authorities depending on the type of activity.
5. Amending the partnership or services agent contracts with the new name (an addendum authenticated by the notary).
Documents required to add / withdraw partner for all legal forms of companies:
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. Passport and family book copies of new partner/ partners for citizens, and copies of residency for expatriates.
4. Approval from government authorities on adding a new partner/ partners, if necessary.
5. Share waiver authenticated by the DED notary in case of partner withdrawal.
6. Extension contract to set up the withdrawal of / partner / partners certified by a notary, who is in the department.
7. NOC for expatriate partners authenticated by the Chamber of Commerce in the Emirate which issued their residency.
Required documents to waiver a permit:
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. A copy of the passport and family book of the citizen assignee, and visa for expatriates.
4. Lease contract in the name of the person abdicated in favor of, covering the license’s period.
5. Announcement in one of the official newspapers for two weeks through the Printing Office in the department’s main building.
6. Waiver Agreement authenticated by a notary available in the department.
7. A partnership or services agent contract authenticated by the notary, who is in the main building of the department - if required.
8. NOC for expatriate from the former guarantor authenticated by the Chamber of Commerce in the Emirate which issued their residency.
Documents required for heirs replacement:
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. Death Certificate.
4. Determination of inheritance certificate authenticated by the court.
5. A private agency under the name of one of the heirs, authenticated by a notary.
6. A copy of the appointment of a guardian by the court - in the case of minors.
7. A partnership or services agent’s contract authenticated by a notary.
8. A copy of the passport and family book of the heirs’ agent.
9. The approval of the relevant authorities - if required.
10. Lease contract (original & copy) - if the permit owner is leasing a shop or apartment.
Documents required to make a change and / or add an activity to the license:
1. Fill in the license application, indicating the new activity or activity to be deleted.
2. Original permit - if it's valid.
3. Company’s board of directors' decision to change activity in the case of companies.
4. Approval of other government entities on the desired activity - if necessary (change, delete, add).
5. The work site must be suitable for the addition of other activities – based on the decision of the Monitoring & Consumer Protection Administration.
6. Appendix of Memorandum of Association indicating the change of activity (for all types of companies) in case of change and removal of activity.
7. Amending the commercial name – if required.
Required documents to change an activity site:
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. The original lease for the new site and a copy of it, with a copy of the title deed or building permit.
4. Disclaimer from the former owner of the property.
5. Approval of other government entities to change the location - if required.
6. An authenticated report from the Monitoring & Consumer Protection Administration.
Required document to change the manager 1. Filling out the licensing form.
2. Original permit - if it's valid.
3. A copy of the passport of the new manager (if not a partner in the license).
4. The mother company’s board of directors’ decision and authorization of the new manager.
5. Government entities approval - if required.
6. Appendix of Memorandum of Association authenticated by the notary in the department's main building - in the case of companies.
Documents required to adjust the capital (for companies only):
1. Filling out the licensing form.
2. Original permit - if it's valid.
3. The original certificate of capital deposit issued by one of the banks operating in the Emirate, or a report from a certified auditor.
4. Appendix of Memorandum of Association indicating the change in capital authenticated by a notary.
5. Board's decision to adjust the capital.
Required documents to cancel all kinds of licenses:
1. Filling out the licensing form.
2. Original valid permit.
3. Establishment cancellation letter from the Ministry of Labour.
4. Announcement in the Official Gazette for two weeks through the Printing Office in the main building of the department.
5. The presence of the license holder.
6. Disclaimer from the property owner - in case less than a year passed on the expiry of the license.
7. Announcement in one of the official newspapers - in the case of individual enterprises - and declaration of the dissolution of a partnership in the case of a partnership.

No, you can only engage in activity after receiving the license.
The service agent should not have any expired licenses.
Limited Liability Companies – Partnertship Companies - Joint Stock Companies (public - private).
1. Filling out the licensing form.
2. Copies of the passports of all partners with details of residency / visa for expatriates, and copies of the family book for the citizens of the state, and identity card.
3. A copy of the passport of the responsible manager (if he/she is not one of the partners).
4. Capital evidence in the case of (Limited liability companies) in the form of a letter from a bank or a budget from a certified auditor as requested by the department.
5. Approval of other government entities based on the nature of the activity.
6. NOC for expatriate partners authenticated by the Chamber of Commerce in the Emirate which they work in.
7. The original lease contract and a copy of the property's title deed, upon obtaining approval for the site from the Inspection Division.
8. Authentication of the partnership contract from the DED notary.
9. Authentication of the partnership contract by the Ministry of Economy.

A commercial name is the name of the license plate on shops, while the trademark is the logo that distinguishes each company.

1. The commercial name must be unique.
2. The commercial name must not carry a political connotation.
3. The commercial name must not be in violation of Islamic Sharia, customs or traditions, and must not resemble any of the characteristics of the Al Mighty (vehicle names exempted from this provision).
4. The commercial name must not be violation of instructions and regulations in effect on the local and federal levels.
5. The name must not be deluding and congruent with reality.
6. The name should preferably be in Arabic and indicative of the nature of the activity.
7. The DED retains the right to reject the proposed commercial name upon lodging the application or change it if it proves in violations of the above-mentioned provisions, or if the DED deems such as necessary.
8. The commercial name is reserved for a two months (renewable), upon payment of the designated fees.
9. The commercial name must not be written on the UAE flag, or any other country’s flag, or written on any political or sanctified religious symbol. Anyone in violation of these provisions puts themselves at risk of accountability by the law.
