Commercial Permits

1. Sale & Closeout Permit

Required Documents:

  1. Copy of a valid economic license.
  2. A statement clarifying cost price & pre-sale/ closeout price, the proposed price during the sale/ closeout period, the reduction percentage—no less than 25% in case of sale & 40% in case of closeout—in addition to the country of origin, and barcode according to the presented list for obtaining a permit from the DED.
  3. Filling out a sale or closeout application, clearly indicating its type; whether inclusive or partial.
  4. Copy of the title deed or blueprints for the store's land or lease contract clarifying the store's land area.​

Notes:

  • Fixing an advertisement or advertising sticker taking into account the following provisions:
  • Clarifying the highest and lowest percentages.
  • Type of sale (inclusive or partial).
  • The writing's font in the advertisement must be clear and even in size.
  • Stating the permit's number and expiry date.
  • The number of products of the highest percentage must be the most with respect to type and quantity.
  • The DED charges an extra fee of AED 250 per each amendment or cancelation carried out on the sale or closeout permit.
  • The commercial store may apply for a permit to clear out its goods and commodities in the event of fulfillment of one of the following conditions:
  • Changing the type of activity, and practicing a different activity completely separate from the previous.
  • Canceling the license; mentioning the reasons for such.
  • Clearing out the goods due to the store's bankruptcy.
  • The establishment licensed to carry out sale or clearance is committed to place price tags on goods included in the permit clarifying prices before and after the reduction, along with the reduction percentage, and the country of origin. The DED provides the tags for this purpose if the establishment is unable to provide them, and charges AED 50 per each 100 large tags and AED 30 per each 100 small tags, depending on the nature of the establishment.

​2. Promotional Campaigns Permits

Required Documents:

  1. Filling out a permit application or a letter in Arabic from the campaign applicant clarifying the type of permit and its mechanism.
  2. Copy of a valid economic license.
  3. Proposed dates for beginning & end of promotional campaign.
  4. Samples of advertising materials—if available—prior to printing, including Arabic text, if applicable.
  5. Samples of coupons (draws—scratch & win—discounts—tickets—other) prior to printing, including Arabic text, if applicable.

Types & Fees of Campaigns:

Small (simple) promotional campaign lasting for one month or less and its prizes not exceeding AED 10000 (ten thousand dirhams).​
Fees: AED 600 per site.
​Fees: AED 2000 inclusive if exceeding eight sites.​

Medium promotional campaign lasting for a maximum of two months, and its prizes ranging between AED 10001 - 50000.
Fees: AED 1000 (one thousand dirhams).
Fees: AED 3500 inclusive (three thousand five hundred dirhams) if exceeding eight sites.

Large promotional campaign lasting for a maximum of two months, and its prizes exceeding AED 50000 (fifty thousand dirhams). 
Fees: AED 2000 (two thousand dirhams) per single site.
Fees: AED 5000 (five thousand dirhams) inclusive if exceeding eight sites.

Trying free samples (taste – free offers – product introductory offer).
Fees: AED 300 per 10 products and the fees grow in proportion with growth in the number of products.

Simple promotional campaign (simple offers) product attached to another.
​Fees: AED 300 per 10 products and the fees grow in proportion with growth in the number of products.


Notes:

  • In case of promoting foodstuff products, approval must be obtained from the Health Department at the Municipality.
  • In case of promoting therapeutic and medical products, approval must be obtained from the Ministry of Health.
  • In case of distributing prizes, a banking guarantee equivalent to the value of the prizes equivalent or exceeding AED 10,000 is presented – provided the guarantee is valid from the date of the beginning of the campaign and for one month after its conclusion.
  • If the prizes are travel tickets, a letter must be presented from a licensed travel agency confirming the reservation of the organizer for the tickets and their details.
  • In the event of conducting the draw in another Emirate, permits for the campaign issued from the respective Emirate must be attached.
  • Signing the special pledge form for handing over undelivered prizes to the DED.

​3. Special Offers' Permits:

Required Documents:

  1. Filling out a permit application or a letter in Arabic from the campaign applicant clarifying the type of permit and its mechanism.
  2. Copy of a valid economic license.
  3. Proposed dates for beginning & end of special offer.
  4. A statement clarifying selling prices prior to the special offer and the proposed price during the offer's period – in the event of special offers.
  5. Samples of advertising materials—if available—prior to printing including Arabic text & dimensions.
  6. Samples of coupons (discount coupons) prior to printing including Arabic text, if applicable.

​Fees:

  1. Gifts or prizes granted in exchange for shopping at a certain purchasing sum are presented, valid for a period of one month, with a fee of: AED 1500 (one thousand five hundred dirhams).
  2. Reducing selling price of commodities by one or two percentage points at the most, valid for one month, with a fee of: AED 1500 (one thousand five hundred dirhams).

Notes:

  1. Fixing an advertisement or advertising sticker, provided the following provisions are adhered to:
    1. ​Stating the percentage specified in the permit.
    2. Type of offer (inclusive or partial).
    3. The font's size in the advertisement text must be clear.
    4. Stating the permit's number and expiry date.
  2. ​The DED charges an extra fee of AED 250 per each amendment or cancelation conducted upon the special offer permit.
    1. ​The establishment licensed to conduct the special offer is committed to placing price tags on goods included in the permit clarifying prices before and during the reduction; and the DED provides the tags for this purpose if the establishment is unable to provide them, and charges AED 50 per each 100 large tags and AED 30 per each 100 small tags, depending on the nature of the establishment.​

4. Permits for practicing additional activities for existing licenses:

  1. Sale via machines and equipment.
  2. Vending machines (chewing gum, candy).
  3. Automatic Payment Machines.
  4. ATMs.

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. A clear photograph of the site requested to be used.
  4. Approval letter from the Municipality if applying for using public sites.
  5. Approval letter from the owner of the property whose space is requested to be used to place the equipment.

​Fees:

  • Fees for sales via machines and equipment: AED 300 per annum per machine or equipment, per single site.
  • Fees for vending machines: (chewing gum, candy): AED 100 per annum per machine or equipment, per single site. 
  • Fees for Automatic Payment Machines: AED 500 per annum per machine or equipment, per single site. 
  • ATM fees: AED 1000 per annum per each ATM per single site.

5. Kiosks & Counters Permits

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Approval letter from the owner of the property whose space is requested to be used for a kiosk or counter.
  4. Approval letter from the Municipality if applying for using public sites.

Fees:

  • Kiosk fees: AED 3000 annually per kiosk per single site.
  • Shoe-fixing kiosk fees: AED 1000 per annum.
  • Counter fees: AED1000 annually per counter per single site

Notes:

  • Kiosks and counters falling within other commercial centers in the Emirate are subject to the mother establishment's license.
  • Fees imposed on kiosks and counters are calculated according to the actual time starting the date of service commencement and until the expiry of the economic license; due fees charged are no less than AED 1000 per kiosk and AED 500 per counter.
  • In order to fulfill sanitary provision, approval must be obtained from the Food Control Division at the Municipality.

6. Paper Advertisements

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Copy of the economic license of the party executing the advertisement.
  4. Sample of the advertisement prior to printing in Arabic stamped by the executing party's seal.

​Fees:

  • Advertisement brochure: AED 300 – regardless of the number of pages.
  • A4 Paper Advertisement: AED 100 per month.
  • A3 Paper Advertisement: AED 150 per month.
  • Brochure: AED 200 per month.

7. Advertising stickers hung on commercial store's façades: 

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Copy of the economic license of the party executing the advertisement.
  4. Sample of the advertisement prior to printing in Arabic stamped by the executing party's seal.

Fees:

  • The advertising sticker's fees are calculated annually as follows: length x width x AED 10 per square foot + AED 200 if a trademark is included, where the fee shall not be less than AED 100.

8. Advertising Sign (Cloth)

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Copy of the economic license (valid) of the party executing the advertisement.
  4. Sample of the advertisement prior to printing.

​Fees:

  • Cloth sign advertisement fees: AED 250 per annum, if the text reads 'Open Now' or 'Opening Soon.'
  • If the advertisement text read 'For Rent', it is referred to the Municipality.

9. Rollup

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Copy of the economic license of the party executing the advertisement.
  4. Sample of the advertisement prior to printing in Arabic stamped by the executing party's seal.

Fees:

  • Permit fees: AED 200 per month per each rollup.

10. 'Promote Now' Permit (this type of permit was introduced out of the DED's keenness on supporting new establishments at a nominal fee, to allow companies and establishments to promote their products and services via this advertisement method; as the DED provides advertisement design service and logo fixing upon it in order to promote consumer confidence in the new establishment.

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit.
  2. Copy of a valid economic license.
  3. Advertisement details.

Fees:

  • Permit fees AED 20 per month.

11. Setting up a Commercial Tent

Required Documents:

  1. Permit application form stating the desired activity to be practiced in the commercial tent.
  2. Copy of a valid economic license.
  3. Approval letter from the owner of the property whose space is requested to be used - if the space utilized belongs to him.
  4. Approval letter from the Municipality (Engineering & Buildings Division) if the site requested to be utilized is government property.
  5. Approval letter from the Department of Civil Defense (Security & Safety).
  6. Lease contract or title deed of the property requested to be utilized stating the land area.

Fees:

  • Tents of surface area 500 ft2 or less: AED 2000 monthly per each tent per single site.
  • Tents of surface area between 501 and 1000 ft2: AED 5000 monthly per each tent per single site.
  • Tents of surface area exceeding 1000 ft2: AED 10,000 monthly per each tent per single site.

Notes:

  • This permit is specifically for tents used for commercial purposes or holding commercial exhibitions, and this does not include tents that host recreational efficacies; as these follow the jurisdiction of the Ras Al Khaimah Investment Authority and the Tourism Investment & Development Authority.
  • For the purpose of calculating due fees for tents, a fraction of a foot is calculated as a full square foot.
  • A fine is imposed on violators as follows:
    • Tents of surface area 500 square feet or less: AED 5000.
    • Tents of surface area between 501 ft2 and 1000 ft2: AED 10,000.
    • Tents of surface area exceeding 1000 ft2: AED15,000.

12. Permits for food preparation & delivery during the month of Ramadan

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and mechanism.
  2. Copy of a valid economic license.

Fees:

  • Permit Fees: AED 500

Notes:

  • Stores licensed to practice commercial activity for restaurants, cafés and fast-food shops in the Emirate are prohibited from functioning during daytime hours during the month of Ramadan, but permits can be issued for the purposes of preparing meals and home delivery thereof, or direct delivery to the customer.   
  • When issuing permits, the DED takes several criteria into account, including: reports compiled regarding the sites hosting service provision.

13. Electronic Games Permit:

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and mechanism.
  2. Copy of a valid economic license.
  3. Approval from the property owner.
  4. Approval letter from the Monitoring & Consumer Protection Administration at the DED.
  5. Approval letter from the General Command of the Ras Al Khaimah Police (Criminal Investigations Department).

Fees:

  • Fees: AED 500 per game per annum.

​14. Exhibition Platform Permit:

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and mechanism.
  2. Copy of a valid economic license.
  3. Approval letter from the party whose space is requested to be used for exhibition.
  4. Approval letter from the Municipality, if requesting to use government property.

Fees:

  • Permit Fees: AED 500 per month.

15. Permits for practicing commercial activity after official working hours:

  • Practicing commercial activity around the clock.
  • Practicing commercial activity for additional hours (after 12:00 a.m. and until 02:00 a.m.)

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and mechanism.
  2. Copy of a valid economic license.
  3. Sample of the advertisement indicative of 24-hour service.
  4. Approval letter from the Monitoring & Follow Up Division at the DED.
  5. Approval letter from the General Command of the Ras Al Khaimah Police.

Fees:

  • Practicing activity around the clock: AED 3000 yearly per single site.
  • Practicing activity for additional hours: AED 1000 yearly per single site.

Notes:

  • This permit applies to activities pertaining to consumer needs.
  • This permit does not apply to 24-hour service permits issued to cafés.
  • The establishment must be devoid of any restrictions in order to be eligible for the permit.
  • This permit applies to pharmacies, and they are exempted from fees.
  • Midnight of each night is the official closing time for all establishments conducting commercial activities in the Emirate.

16. 24-Hour Working Permit (For Cafés):

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and mechanism.
  2. Copy of a valid economic license.

  • AED 10,000 per annum.

17. Additional Services at Fueling Stations:

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and the desired activity.
  2. Copy of a valid economic license.

Fees:

  • AED 1000 per each activity/ per annum.

Notes:

  • Fueling and car service stations in the Emirate may practice certain additional activities besides their primary activity upon obtaining necessary permits. However, this does not include other additional activities whose practice requires issuing a separate economic license.
  • Permits for each additional activity are issued separately, and are valid so long as the licenses issued to the fueling and car service stations are valid.
  • Fees imposed on fueling and car service stations are calculated in proportion to the actual time period commencing with the date of service provision until the expiry of the economic license, at a minimum charge of AED 200 per activity.

18. Permits for practicing certain additional activities for existing licenses:

19. Additional Offices for Existing Licenses:

Required Documents:

  1. Filling out a permit application or a letter from the company clarifying the type of permit and the desired activity.
  2. Copy of a valid economic license.
  3. Copy of the additional office's lease contract.

Fees:

  • AED 1000 per each additional office per annum.

Notes:

  • Permits for practicing additional work are exclusively issued via additional offices for existing commercial licenses in the same building; either the additional offices are on the same floor of the mother license or on a separate floor.

20. Scrutinizing Promotional Advertisements:

The DED is only responsible for scrutinizing all promotional advertisements [lighting posts – additional billboards – main road advertisement…etc] in terms of verifying that the economic name and activity mentioned in the advertisement match the economic license or the economic name model; as the DED strictly deals with commercial stores, whereas the Municipality deals with the party executing the advertisement.

  1. Copy of a valid economic license.
  2. Copy of the advertisement sample.

Fees:

  • AED 100 per each audited advertisement.
